Assignment Title: National Management Consultant

The Ministry of Marine Affairs and Fisheries has received financing from the World Bank toward the cost of Oceans for Prosperity-Lautra , and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the following task: (i) project management and administration, this includes supporting PMO in the field of procurement, financial management, and environmental and social safeguard; (ii) technical services e.g. provide guidance on component 1 (MPA and coral reef fisheries management) and component 2 (economic development); and (iii) monitoring and evaluation. The detail Terms of Reference (TORs) for the assignment is available at https://spseicb.lkpp.go.id/spseicb/.

The services are expected to be performed during a period of twenty four (24) months. The total estimated level of effort is about 670 technical/professional staff months.

The Ministry of Marine Affairs and Fisheries now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, i.e. firm profile and description of similar projects, including: projects title, projects location/country, name of client, type of services provided and brief description of the services, period of contract (starting date and completion date), and contract value.

The shortlisting criteria are relevant experience of the firm for that last 10 years in
1. Project Management and administration, and
2. Technical services related to the Infrastructure and Capacity Building for MPA Management and Coral Reef Fisheries Management

The attention of interested Consultants is drawn to Section III, paragraphs 3.15, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. For the purpose of shortlisting, the qualifications of sub-consultants will not be considered in the EOI evaluation.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.

Interested Consultant firms are required to access the electronic procurement system (SPSE ICB) to register and to submit EOI https://spseicb.lkpp.go.id/spseicb/.
