Assignment Title: Environmental and Social Monitoring Consultant (IESM) for Upper Cisokan PS HEPP E&S implementation

The PT PLN (Persero) has received financing from the World Bank toward the cost of the Development of Pumped Storage Hydropower in Java Bali System and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include independent monitoring of compliance with the World Bank Environmental and Social Standards including the implementation of the Project’s environmental and social risk management instruments (“E&S Instruments”).

The PT PLN (Persero) (“Employer”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

A. Core Business and year is Business.

The Consultant shall be a firm of proven experience with international environmental, socio-economic, labor, gender, forest conservation, community development and health & safety auditing experience of infrastructure projects. Working knowledge and understanding of World Bank Environmental and Social Framework requirements or equivalent IFI policies are preferred.

B. Relevant similar experience, which should specifically include the below:

The firm should have at least ten (10) years of experience on hydropower projects, dam building / renovations and / or tunneling is mandatory. Experience on transmission line construction and Indonesian project are preferred.

C. Technical and Managerial capability of the firm in the areas of monitoring and in providing independent E&S advisor / monitoring services to IFIs, from pre-construction stage through to operational monitoring, of hydropower projects, dam building / renovations and / or tunneling in developing economies. Availability of the experts relevant to the project in Indonesia. The Core Team will be supported by a pool of experts and support staff. The support personnel are likely to be intermittent contributors and either provide specialist expertise or provide workload support to the Core Team

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations Nov 2020 (Fourth Edition), setting forth the World Bank’s policy on conflict of interest.

The IESM Consultant will be required to conduct a range of fact-finding activities such as audits, site visits, interviews and desk top reviews to conclude compliance progress and provide recommendations.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications and each partner of JV should independently meet the EOI criteria.

Consultants participating in the form of lead-sub consultant association, only the experience of lead the firm be evaluated. The interested consultant shall provide the structure of the organization, general qualifications, and number of key staff. Please do not provide the CV of the staff. Experts will not be evaluated at the shortlisting stage.

A Consultant will be selected in accordance with the Quality and Cost Based selection (QCBS) method set out in the Procurement Regulations.
