Assignment Title HIRING A CONSULTANTY FOR INDEPENDENT MONITORING AND EVALUATION

The Government of Mozambique (GoM), through the National Youth Institute (INJ), an institution under the State Secretary for Youth and Employment (SEJE) with the support of the World Bank, is implementing the project “Harnessing the Demographic Dividend: Mozambique - Youth Development and Empowerment”, the objectives of which are: (i) to empower girls and families to make informed reproductive and economic decisions; (ii) to improve access to education for adolescents, particularly the most vulnerable; (iii) to promote youth employment and self-employment. The main beneficiaries are adolescents and young people between 10 and 35 years of age. However, different activities will reach different groups in terms of gender, age group, area of residence and vulnerability.

The implementation of this project at INJ level is operationalised through two programmes, namely the “EU SOU CAPAZ” (“I AM CAPABLE”) Programme and the “EMPREGA” (“EMPLOY”) Programme. The components and activities of these programmes aim to contribute to the reduction of institutional, programmatic, and individual vulnerability of young people, complementing the ongoing activities of the Government of Mozambique.

The “EU SOU CAPAZ” Programme aims to provide better educational opportunities and access to services for girls, adolescents, and young women. Actions will focus on (i) directly supporting the empowerment of out-of-school adolescent girls by providing them with life skills, guidance, information and referral to Sexual and Reproductive Health (SRH), Gender-Based Violence (GBV) and formal education services (ESPAÇOS SEGUROS component; SAFE SPACES component); and (ii) reducing the direct cost of education for vulnerable girls through school level interventions (GIRLS" SCHOOL RETENTION component).

The EMPREGA Programme, corresponding to component 2 of the Project, aims to “Promote Productive Employment Opportunities" with a view to providing better economic opportunities for young people aged 18 to 35. For some young people this will mean increasing opportunities for paid employment (component 2.1), preferably in enterprises with growth potential; for others it will mean increasing productivity in self-employment, family businesses or other forms of employment (component 2.2).

The INJ now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

The firm or consortium should have the following minimum requirements:

  • Proven experience in working with different stakeholders including public, private sector and development organisations.
  • At least 8 years’ experience and capacity in Monitoring and Evaluation, possibly Monitoring and Auditing as a Third Party.
  • Experience with monitoring and evaluation activities of GBV prevention plans on environmental and social safeguards for projects will be an advantage.
  • Experience in monitoring and evaluation for entrepreneurship and self-employment promotion activities.
  • Experience working with business plan competition and productivity improvement programmes.
  • Work experience with youth-oriented vocational training programmes.
  • Experience from similar projects carried out in Mozambique and in other countries with similar social, geographic, and economic conditions will be an advantage.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
