The Ministry of Finance, Government of India, has applied for financing in the amount of US$-m 264.55 equivalent from the World Bank toward the cost of the Assam School Education and Adolescent Well-Being Project (ASAP), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components:

Component 1: Improving Foundational Learning Outcomes |
|
This component aims at improving school readiness and reducing disparities in learning outcomes in the state by focusing on the delivery and quality of ECCE services and improving foundational literacy in primary grades. This component will support the following main procurements: (i) construction/upgradation of Anganwadi Centers; (ii) development of curriculum for children at AWCs and pre-primary for school readiness; (iii) improving reading instruction and classroom assessment system; (iv) support in education quality activities etc. |

Component 2: Strengthening School System Capabilities |
|
This component aims at improving students’ completion rates at secondary level through development of a state-wide strategy for school network optimization. This component will support the following main procurements: (i) works for upgradation of schools to secondary and senior secondary levels; (ii) development of a data driven school management system; (iii) training of School Leaders on Disaster Risk Mitigation; (iv) upgrading Shiksha Setu and VSK 2.0 etc. |

Component 3: Improving wellbeing, education and economic pathways for adolescents |
|
The component aims to deliver a set of services to enable transition for adolescents (10 to 19 years of age) who are in school. This component will support the following main procurements: (i) training on Life skills Career Counselling or Employability to in-school and out-of-school (secondary) adolescents; (ii) developing IEC strategy and campaign for parents, community and stakeholder outreach and communication; |

Component 4: Institutional Capacity Building and Project Management |
|
The component aims to strengthen the institutional capacity of the state for improved coordination, governance and sustainability of interventions. This component will support the following main procurements: (i) setting up of a State Resource Centre for Women, Children and Adolescents at the DWCD to strengthen the last mile service delivery; (ii) management information system for DWCD programs linked to Siksha Setu and other national data systems; (iii) setting up of the PMU etc. |
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website and https://assamtenders.gov.in/nicgep/app , https://ssa.assam.gov.in/ and/or newspapers with national circulation.
