1. The Ministry of Planning and International Cooperation (MoPIC) of Jordan has received financing from the Multi Donor Trust Fund (MDTF) toward the cost of the Strengthening Reform Management in Jordan and intends to apply part of the proceeds toward payments under the contract [1]for Integrated Risk Management System (IRMS) for Jordan Customs Department and the key border agencies[2].
2. The Ministry of Planning and International Cooperation (MoPIC) now invites sealed Proposals from eligible Proposers to provide a customized risk management application software product and consulting services to satisfy JCD’s ambition for a modern, effective, and integrated risk management processes and systems the systems will be installed at the Risk Management Directorate.
3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s Procurement Regulations for IPF Borrowers February 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
4. Proposal will be evaluated in accordance with the evaluation process set out in the Request for proposal documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors) 70% and for Financial Proposal cost: 30%.
5. Interested eligible Proposer may obtain further information from Ministry of Planning and International Cooperation (MoPIC), Mrs. Sawsan Abu Alganam; e-mail: Sawsan_abualganam@reformjo.org; and inspect the proposal document during office hours 8:00 to 16:00 hours at the address given below at the address given below.
6. The Request for Proposal document in English language may be downloaded by eligible proposers, in PDF Format, from the following websites:

Proposal documents can also be purchased in hardcopy by interested eligible proposers upon the submission of a written application to the address below and upon payment of a non-refundable fee of USD (200). The method of payment will be direct payment to MOPIC against cash receipts. The document will be sent by official courier.
7.. Proposals must be delivered to the address below on or before 2nd October 2025 at 13:00 Local time. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on:

All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
8. All Proposal must be accompanied by a Proposal Security of US$ (30,000.00).
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
