REQUEST FOR EXPRESSION OF INTEREST

(CONSULTANCY SERVICES – FIRM SELECTION)

Assignment Title: Hiring of IT firm to Design, Development, Implementation, Operations & Maintenance of KERA Integrated Project Management System (IPMS) and MIS Dashboard Portal

The Government of India has received financing from the World Bank toward the cost of the Kerala Climate Resilient Agri Value Chain Modernization (KERA) Project and intends to apply part of the proceeds for consulting services.

The consulting services (the Services) for the “Design, Development, Implementation, Operations & Maintenance of KERA Integrated Project Management System (IPMS) and MIS Dashboard Portal”. The scope includes all activities related to system integration, ensuring seamless interoperability between different components. Additionally, the engagement covers the preparation of comprehensive technical documentation, including architecture design, data schema, UX/UI guidelines, risk management plans, functionality traceability matrix, content management guide, rollout and test plans, change management plan, sprint cycles, user management guide, UAT processes, release notes, and other necessary deliverables to support system implementation and maintenance.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest (Annex 1).

The KERA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are,

  • The Consultant (in the case of a single entity) or each member of the Joint Venture (in the case of a JV) must have been in continuous operation for a minimum of ten (10) years as a legally registered entity as of the EoI submission date. The Consultant shall provide a copy of the Certificate of Registration/Incorporation or equivalent legal document as evidence of compliance with this requirement.
  • The Consultant (in the case of a single entity) or the Joint Venture (JV) collectively must have a minimum annual financial turnover of INR 100 Crore in India for each of the last three financial years (i.e., 2021–22, 2022–23, and 2023–24). The Consultant shall submit copies of audited financial statements (balance sheets and profit & loss statements) for the specified years, along with a certificate from a Chartered Accountant (with UDIN) clearly certifying the annual turnover for each of the three financial years.
  • The Consultant (in the case of a single entity) or each member of the Joint Venture (JV) must have relevant experience in establishing IT systems services within the last eight (08) years preceding the date of EoI submission. The Consultant shall submit documentary evidence such as work orders, contract agreements, or completion certificates demonstrating successful completion of projects/assignments during this period. Only completed assignments will be considered for evaluation.
  • It is desirable that the Consultant (in the case of a single entity) or the Joint Venture (JV) has experience in successfully delivering assignments funded by Multilateral Development Banks (such as the World Bank, Asian Development Bank, etc.) within the last eight (08) years preceding the date of EoI submission. The Consultant shall submit supporting documents, including work orders, contract agreements, or completion certificates, evidencing the successful completion of such MDB-funded projects. Only completed assignments will be considered for evaluation.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023, fifth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

The Client will conduct the Request for Expression of Interest (REoI) process through the e-procurement system of the Government of Kerala at https://etenders.kerala.gov.in. This electronic procurement system will be used for all REoI-related activities, including the issuance of the REoI, submission of Expressions of Interest (EoIs), and the opening of EoIs. The last date for submission of EoIs is XX/XX/2025.
