The Government of Punjab through Government of India has received financing from the World Bank and AIIB toward the cost of the Punjab Municipal Services Improvement Project (PMSIP)-170811, and intends to apply part of the proceeds for consulting services.
Brief Description: It is proposed to recruit a Consultancy Firm (hereinafter referred to as “Consultant”) for providing Consulting Services for Contract Management and Construction Supervision (CMCS) to support Municipal Corporation Amritsar (MCA) and Municipal Corporation Ludhiana (MCL) for the ongoing DBO Contracts for 440 MLD WTP alongwith associated Transmission Network at Amritsar and 580 MLD WTP alongwith associated Transmission Network at Ludhiana during execution under the Punjab Municipal Services Improvement Project (PMSIP). The Consultant will report to Punjab Municipal Infrastructure Development Company (PMIDC), MCA and MCL for their project. The roles and responsibilities of the Consultant shall be for Contract Management and Construction Supervision Tasks.
The Consultant will work to contribute to enhance the quality assurance of technical solutions, construction management and technical supervision, which is critically important, for both Amritsar and Ludhiana construction sites.
Implementation period: 36 months
2. Objectives of the assignment
The overall objective of this consultancy assignment is to assist and work closely with the PMU and the PIUs to support them in construction supervision, including contract management and compliant implementation of the World Bank Environmental and Social Framework as it applies, for the works awarded under the two DBOT contracts. A Consultancy firm mobilized will be employed on a long-term basis and located on the project sites. The objectives of this assignment are as follows:
(i) Provide advisory support to PMUs and PIUs as the Client on the technical aspects on contract management of civil works, including flagging and tending to Social and Environmental safeguard issues, under the two construction projects.
(ii) Provide strong technical construction supervision for the Client on both packages.
As the contracts are of the type of design, build and operate contract, this assignment will include technical support to PIUs in the design phase as needed, depending on the stage of the designs at the time of signing this contract, and in any case in the necessary technical review of any modifications to the design necessary during implementation of the works.

3. Professional Experts Requirement
Approximately 274 person-months for Amritsar for a period of 12 months and 946 person-months for Ludhiana for a period of 36 months of key experts will be required to accomplish the required tasks. Estimated details are provided in Table-1 and Table-2 hereunder:

In case of the Consultant participating in the form of Joint Venture, the Team Leader for both the locations Amritsar and Ludhiana should be on the payroll of the Lead partner.
The detailed Terms of Reference (TOR) for the assignment are attached at Annexure – I to this Request for Expressions of Interest (REOI).
4. The G.M.(Project)- (PMIDC) on behalf of the Employer “Municipal Commissioner, Municipal Corporation Amritsar, (MCA) and Municipal Commissioner, Municipal Corporation Ludhiana (MCL)” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(a) Certificate of Incorporation issued by the Country of establishment.
(b) have been in business for at least last ten (10) years preceding the last day of the previous month in which the Request for Expression of Interest have been invited;
(c) have proven experience of successfully completed 5 projects specific to Construction Supervision of works of similar nature and comparable size and complexity, and to Contract Management Services or Project Management Consultancy. These are expected to be projects related to Urban or Rural Water Supply Schemes or Surface Water and Ground Water Development, or Water and Waste Water, Water Resources, Irrigation or Drainage) in the last 10 years preceding the last day of the previous month in which the Request for Expression of Interest have been invited each of value not less than Rs. 20 Crore or USD 2.3 Million of Consultancy fees, preferably funded by Multilateral Development Institutions (like World Bank, ADB etc.)
[Certificate of executing authority is required not below the rank of Executive Engineer or equivalent & project wise details of scope / features of project shall be given in the certificate].
(In case of JV, the qualification is to be collectively met by the JV partners. However, the lead partner should have proven experience of successfully completed minimum 3 projects each of value not less than Rs. 20 Crore or USD 2.3 Million as stated above and the other partner should have proven experience of successfully completed minimum 1 project of value not less than Rs. 5 Crore or USD 0.57 Million.)
(d) have proven experience of successfully completing 2 similar assignments related to Construction Supervision for Water Supply Scheme in the last 10 years preceding the last day of the previous month in which the Request for Expression of Interest have been invited each of value not less than Rs. 10 Crore or USD 1.15 Million;
[Certificate of executing authority is required not below the rank of Executive Engineer or equivalent & project wise details of scope / features of project shall be given in the certificate].
(In case of JV, the qualification is to be collectively met by the JV partners. However, the lead partner should have proven experience of successfully completing minimum 1 similar assignment.)
(e) have proven experience of handling contracts based on FIDIC contracts;
(f) have an average annual turnover of INR 35 Crores or USD 4 Million in the last 5 financial years preceding the FY in which the Request for Expression of Interest have been invited (i.e. 2019-20, 2020-21, 2021-22, 2022-23 & 2023-24);
(In case of JV, the qualification is to be collectively met by the JV partners. However, the lead partner should have minimum average annual turnover of 50% of the total turnover requirement and the other partner should have minimum average annual turnover of 25% of the total turnover requirement).
(g) have technical and managerial capability to undertake the assignment. Key Experts will not be evaluated at the shortlisting stage.
5. The lists of documents to be submitted along with EOI are (Expression of Interest shall not be more than total 60 pages) as under:
a) Name, address, e-mail, telephone along with a note on the Ownership and organizational structure & core business area of the consulting firm as per Annexure II;
b) Document (s) to demonstrate that the firm is in the business for the last 10 years; the EoI respondent firm needs to mention its core business areas and any relevant details / experience in a descriptive format.
c) Document (s) relating to details of Similar Assignments executed during the last 10 years preceding the last day of the previous month in which the Request for Expression of Interest have been invited supported by completion or acceptance or satisfaction certificate(s). Details of atleast 5 projects under Criteria 4c, details of atleast 2 projects under criteria 4d and projects under criteria 4e shall also be submitted in the format given as Annexure-II along with supporting documents prescribed above.
Note:
1. For completed projects copy of completion certificates should be submitted along with copy of the work order, work agreement.
2. Scope of the work must be clearly mentioned in the completion certificate for completed projects
3. While submitting Work Order/Agreement for both projects, the pages mentioning scope of work should be clearly highlighted
If consultants have a short fall of eligible assignments under each criterion, evaluation will be conducted based on the relative strength demonstrated.
d) Certificate from the statutory auditors/Chartered Accountant with UDIN stating the year wise annual turnover during each of the last 5 financial years (i.e. 2019-20, 2020-21, 2021-22, 2022-23 & 2023-24);
e) A short write-up on technical and managerial capability of the firm; Key Experts will not be evaluated at the shortlisting stage.
Other relevant documents
(i) Declaration that the consultant does not have any conflict of interest in terms of taking any assistance / support from individual / firm / consultants who have been part of the Project in providing consultancy services.
(ii) Declaration by the Consultant that the information furnished in EoI is correct and for any misrepresentation detected at any stage of selection process or during execution of the resultant contract if successful, the Consultant to be taken up under the Law of the Land.
Client intends to shortlist no more than 8 applicants for the follow-on RFP process. In case, more than 8 applications happen to meet the above shortlisting criteria, such applications would be further assessed and ranked on the basis of number of qualified projects (meeting the criterion required as defined at sub-criterion 4c and 4d) successfully completed by the applicant. Final shortlist shall be prepared on the basis of this rank order.
6. The attention of interested Consultants is drawn to Section III, of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Fifth Edition September 2023which governs the provisions related to Eligibility and Conflict of Interest. If any of the consultant is already engaged with the Employer for providing consultancy services for the PMSIP project which may have conflicting assignments, they may be considered ineligible for the project.
7. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”), which can be found at the following website: www.worldbank.org
8. Joint Ventures are allowed (maximum 2 partners are allowed) whereas Sub-consultants are not allowed.
9. For submission of the EOI, the Consultant /Proposer is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities (CAs), authorized by Government of India for issuing DSC. Consultant / Proposers can see the list of licensed CAs from the link (www.cca.gov.in). Aspiring proposers who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: http://www.cca.gov.in/cca/. A non-refundable fee for obtaining DSC will be required as per fee structure of Licensed CA & paid directly to CA.
10. EOI must be submitted online https://eproc.punjab.gov.in on or before 12:00 hours (Server Time) on 07.04.2025 (Any EOI or modifications to EOI received outside e-procurement system will not be considered.) The electronic procurement system would not allow any late submission of EOI. The “EOI” will be publicly opened online on 07.04.2025 at 12:30 hours in the presence of the Consultant / Proposers’ designated representatives and anyone who chooses to attend at the address below at 12:30 hours on 07.04.2025. If the office happens to be closed on the date of opening of the proposals as specified, the proposals will be opened on the next working day at the same time and venue.
11. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the proposers of any updates, the Employer shall not be liable for any information not received by the proposer. It is the proposers’ responsibility to verify the website for the latest information related to this proposal.
