Name of Assignment: Consulting Services for Feasibility Study of various State Highways

under World Bank project RHMP in Rajasthan

Location and Date: Jaipur, 20.12.2024

Dear Mr. /Ms.:

1. The Government of Rajasthan through Government of India (hereinafter called

“Borrower”) has applied for financing from the International Bank for Reconstruction and

Development (IBRD) (the “Bank”) in the form of a “loan” (hereinafter called “loan”

toward the cost of Rajasthan Highway Modernization Project (RHMP). The Rajasthan

State Highways Authority, an implementing agency of the Client, intends to apply a

portion of the proceeds of this loan to eligible payments under the contract for which this

Request for Proposals is issued.

2. The Rajasthan State Highways Authority now invites online proposals to provide the

following consulting services (hereinafter called “Services”): Consultancy services for

Feasibility Study of various State Highways as per the details of packages below,

under World Bank project RHMP in Rajasthan. More details on the Services are

provided in the Terms of Reference (Section 7).

1 WB/RHMP/FS/01- Consultancy services for Feasibility Study for Development of Sanchore (NH-15)-Raniwara- Mandar-Abu Road (SH-11)-107 Kms

2 WB/RHMP/FS/02- Consultancy services for Feasibility Study for Development of Salumber - Banswara Section of (SH-32)-93 Kms

3 WB/RHMP/FS/03 Consultancy services for Feasibility Study for Rohit-(junction with NH-65) to Ahore (junction with NH-325) (SH-64), extended up to Bagra-111 Kms

4 WB/RHMP/FS/04 Consultancy services for Feasibility Study for Phagi- Dudu (SH-02) & Dudu-Bhatipura (SH-24 &02) along with extended sections of Lalsot-Tunga- Chaksu- Phagi and)-175 Kms

5 WB/RHMP/FS/05 Consultancy services for Feasibility Study for Vijayanagar (junction with NH-48) to Beawar (junction with NH-58) Section of (SH-39)-42 Kms

3. A firms will be selected under QCBS procedures and in a Full Technical Proposal (FTP)

format as described in this RFP, in accordance with the Bank’s “Procurement Regulations

for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement

Regulations”), which can be found at the following website: www.worldbank.org

4. The RFP includes the following documents:

Section 2 - Instructions to Consultants and Data Sheet

Section 3 - Technical Proposal ( FTP) - Standard Forms

Section 4 - Financial Proposal - Standard Forms

Section 5 – Eligible Countries

Section 6 – Fraud and Corruption

Section 8 - Standard Forms of Contract (Lump Sum)

5. Details on the proposal’s submission date, time and address are provided in ITC 17.7 and

ITC 17.9.

6. A non-refundable Processing Fee of INR 2000/-(Rupees Two Thousand) for each package

separatley is to be paid in the form of Demand Draft or Bankers Cheque in favour of “

MD RISL” payable at Jaipur. Bid Processing Fee is submitted in the form of a banker’s

cheque or demand draft, the Bidders shall submit this document by hand in original no

later than the Proposal Due Date and time in an envelope. Bidder shall ensure that this

document has received in the office of the Rajasthan State Highways Authority, Jaipur

before the due date and time of opening of Proposal, duly marking the envelope as
