Assignment Title: “Consultancy Services for detailed feasibility and detailed engineering design of 221 km state road network”

The Government of Himachal Pradesh has received financing from the World Bank toward the cost of the Himachal Pradesh State Roads Transformation Project (HPSRTP), and intends to apply part of the proceeds for consulting services.

The consulting service (“the Services”) assignment has following goals and broad objectives as under: -

The main objective of the Consultancy services is to carryout feasibility study of a specified length of State Road Network and prepare detailed engineering reports, including safeguard assessment of prioritized roads and assist the Client in the procurement of civil works in compliance with the GoHP and World Bank requirements.

HPRIDCL intends to engage a qualified eligible multi-disciplinary consulting Firm to carryout feasibility study for about 221 kms and prepare detailed project reports (DPR) for about 221 kms of State Road Network, preparation of DPRs (improvement / upgradation) and bid documents for about 221 km of roads for upgradation, construction of major bridges and assisting HPRIDCL for Loan appraisal with World Bank for the Project roads.

In this regard, HPRIDCL needs to hire a Consultancy Services for for detailed feasibility and detailed engineering design of 221 km state road network.

The Himachal Pradesh Road and Infrastructure Development Corporation Limited (HPRIDCL) now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are given in the Expression of Interest (EoI). The EoI includes the following documents: -

• Section I: Instructions for submission of Expression of Interest and Guidelines for preparation of EoI.
• Section II: Eligibility and short-listing Criteria including Annexure-I to V.
• Section III. (Not attached: Can be downloaded from the website) The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on Conflict of Interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”).
