Development of Integrated Information System and Centralized Portal

(Ref. No. CS-07)

The Lao Statistics Bureau (LSB) is implementing the "Lao PDR Strengthening the National Statistical Project (LAOSTAT II)" from 2023 to 2028. This project is closely aligned with Vision 2030 and the Strategy for the Development of the National Statistical System (SDNSS - 2016-2025), which outlines key strategies for the sustained development of the national statistical system, known as the Lao PDR Statistical System (LSS). LSS includes LSB, statistical centers of line ministries, and those at the provincial and district levels. The project aims to modernize LSS by enhancing the capacity of both LSB and LSS to produce and disseminate high-quality statistics in a timely manner and to improve the use of these statistics.

To address the current issues and support the modernization of the statistical system, there is a pressing need to develop an Integrated Information System and Centralized Portal. This initiative aims to enhance data integration and accessibility while providing robust tools for data processing, analysis, and dissemination. It will consolidate disparate data sources into a cohesive framework and organize various survey datasets into standardized formats. Moreover, this database will include standardized metadata to ensure that all data is described and managed consistently, facilitating uniformity and interoperability. This database will also have an interface for data entry and links to a user-friendly data portal for timely dissemination and enhanced use of statistics. The goal is to improve the quality and efficiency of statistical operations, enable better data-driven decision-making, and foster transparency and collaboration across various stakeholders.

This REOI is issued for Consulting Service for Development of Integrated Information System and Centralized Portal. The objective of this consultancy is to (i) Transform the current fragmented system into an integrated information system and centralized portal that will serve as a single point of reference for collecting, tracking, recording, sharing, and integrating all relevant data across various topics and sectors within LSB and LSS; and (ii) Develop a web portal to serve as a one-stop shop for the dissemination of official statistics and microdata produced by LSS.

The Consulting Firm shall be responsible for system analysis, system development, testing and validation, documentation, handover, and maintenance and support for 24 months. The Consulting Firm shall meet the system requirements for the proposed integrated information system and centralized portal including data import/export and exchange, data storage and management, metadata, data quality assurance, user interface, data dashboard, technology stack, design architecture, data security, access, and authentication, system audit, hardware, performance, backup and recovery, and handover. To achieve these objectives, a Consulting Firm shall have to mobilize a minimum of 3 key experts (project manager, back-end developer, and front-end development) and 2 non-key experts (documentation expert, and support executive) for the assignment, according to Employer’s estimates.

Expected date for the mobilization of consultant is from 3rd quarter of year 2025. The TOR for Consultant covers the development of integrated information system and centralized portal for a period of 24 months. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The LAOSTAT-II Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultants is expected to be a firm or an association of consulting firms or association of independent consultants with the appropriate capabilities and experience to execute the services. The shortlisting criteria are:

  • Proof of at least two successful projects involving the development of information systems or data portals within the last five years, with contract values of at least US$550,000.00. Preference will be given to projects completed for government or civil society agencies.
  • At least 5 years of experience working with government entities.
  • At least 3 years of experience in delivering relevant training.
  • At least 5 years of experience in IT development and implementation.
  • Proficiency in English for project management, training, and client interactions.
  • Experience in implementing secure authentication and authorization solutions.
  • Experience in developing countries is desirable.
  • Knowledge of the local Open Data community, including policies and political contexts, is desirable.
  • The firm must arrange the team including one project manager, a full-stack software development team with at least two software developers including front-end back-end developers, at least one documentation expert and at least one support executive.

Expressions of Interest (EOIs) shall be submitted in English. Consultants are required to submit a maximum of 10 most relevant past contract references for examination. Should the Consultants include more than 10 past references, Employer shall examine and score only the first 10 listed references. Key Experts and staff qualifications in general will not be evaluated at this stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Regulations - Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services (July 2016, revised November 2020 edition), setting forth the World Bank’s policy on conflict of interest.

A consulting firm will be selected under the method of Quality and Cost-Based Selection (QCBS) in accordance with the said WB Procurement Regulations set out in the Procurement Regulations. A shortlist of firms will be established based on the submitted expressions of interest and in line with the criteria as outlined above. A shortlist of five to eight best qualified firms/associations shall be selected for the next phase of evaluation, based on the scores obtained. Shortlisted Consultants will be invited to submit full technical and finance proposal.

Expression of interest must be delivered to the address below by 17:00 (Local time of Vientiane Capital, Lao PDR, GMT+7) of 17 March 2025 as the deadline for the submission (electronic submission is acceptable).
