UNDER NATIONAL HYDROLOGY PROJECT

1. This Invitation for Bid follows the General Procurement Notice for this Project that appeared in Development Business on 21 Sep 2016.

2. The Government of India has received financing from the World Bank towards the cost of National Hydrology Project and it is intended that part of the proceeds will be applied to eligible payments under the contract for which this invitation for Bid is issued.

3. The Director, River Data Compilation -1 Dte, Central Water Commission, Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti, now invites online bids from eligible bidders for “Supply, Installation, Testing and Commissioning of Acoustic Doppler Current Profiler (ADCP)” at the location mentioned in Schedule of requirement to be delivered within 180 days of issuing of the supply order.

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures agreed with World Bank. The bidding is open to all eligible bidders as defined in the Bank’s Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 of the Guidelines setting forth the World Bank’s policy on conflict of interest.

5. The prospective bidders are required to register on e-procurement website i.e. https://eprocure.gov.in/eprocure/app at no cost and prior to the submission of proposals. The bidders are also required to have a Digital Signature (DSC) from one of the Government of India authorized Certifying Authorities in order to submit a proposal online at the web address indicated above (https://eprocure.gov.in/eprocure/app), The list of the authorized Certifying Authorities can be found on http://www.cca.gov.in/cca/.

6. Bids must be submitted online on https://eprocure.gov.in/eprocure/app(website) on or before the date and time for receipt of bids, and the ‘Technical Part’ of bids will be opened online on the specified time and date for opening of bids, as given above. The “Financial Part” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time. The electronic bidding system would not allow any late submission of bids.

7. All Bids must be accompanied by a Bid Security as specified in Bid Document drawn in favor of Deputy Director, River Data Directorate, CWC, New Delhi. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. The procedure for submission of bid security is described in Para 8.

8. The bidders are required to submit (a) original Bid Security in approved form; and (b) original affidavit regarding correctness of information furnished in bid document c) original copy of the power of attorney before 15.03.2024 up to 14:30 hrs in a separate envelop to Director, River Data Compilation-I Dte, Central Water Commission, Wing- V, Ground Floor, West Block-II, R. K. Puram, New Delhi-110066, Telephones & Fax: 011-26181267, e-mail: rdcdte-cwc@nic.in in either by registered post/speed post/courier or by hand, failing which the bids will be declared non-responsive and will not be opened.

9. A pre-bid meeting will be held on 27.02.2024; 11:30 Hrs through Video-conferencing, to clarify the issues and to answer questions on any matter that may be raised at that stage.

10. Other details can be seen in the bidding document. The Purchaser shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Purchaser shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
