• The Government of Himachal Pradesh through Government of India (hereinafter called “Borrower”) has received financing from the World Bank toward the cost of the Himachal Pradesh State Roads Transformation Project (HPSRTP), and intends to apply part of the proceeds toward payments under the contract for “Procurement of Field Enforcement Equipment to support Annual Enforcement Program of HP Police in Shimla and Nurpur Police District”. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
• The Himachal Pradesh Road and Infrastructure Development Corporation Limited (HPRIDCL), Government of Himachal Pradesh (implementing agency) now invites sealed Bids from eligible Bidders for supply of 30 Handheld Laser Speed Guns, 18 Alcosensors and 10 Bodyworn Cameras at O/o Additional Superintendent of Police, Traffic, Tourist & Railways (TTR), New Police Complex, Khalini, Shimla- 171002 before delivery date within 30 days from the date of signing of Contract.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from The Director (Projects)-cum-Chief Engineer, State Roads Project, HPRIDCL, and inspect the bidding document during office hours from 1000 to1700 hours (IST) at the address given below.

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee as indicated in the table below, in the form of Demand Draft (DD) on any Scheduled/Nationalized bank “payable at Shimla” in favour of “The Director (Projects)-cum-Chief Engineer, HPRIDCL”. Bidding Documents requested by mail will be promptly dispatched by registered/ speed post/ courier on payment of additional charges of INR 1,000.00 (exclusive of all taxes), and will be through a Demand draft drawn in the manner stated above, but under no circumstances will the Director (Projects)-cum-Chief Engineer be held responsible for late delivery or loss of the documents so mailed.

6. Bids must be delivered to the address below on or before February 9, 2023 at 15:00 hours (IST). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on February 9, 2023 at 15:30 hours (IST)

7. All Bids must be accompanied by a Bid Security.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
