Rehabilitation Of Existing Irrigation Structures On The North Eastern Dam Of The East

Demerara Water Conservancy (EDWC) Lots 6, 7, & 8

1. The Cooperative Republic of Guyana has received financing from the World Bank toward
the cost of the Additional Financing - Flood Risk Management Project (AF-FRMP), and
intends to apply part of the proceeds toward payments under the Rehabilitation of existing
irrigation structures on the North Eastern Dam of the East Demerara Water Conservancy
(EDWC) Lots 6, 7, & 8.
2. The Agriculture Sector Development Unit - Ministry of Agriculture now invites sealed bids
from eligible and qualified bidders for the Rehabilitation of existing irrigation structures on
the North Eastern Dam of the East Demerara Water Conservancy (EDWC) – Lots 6, 7, & 8.
The construction period is scheduled for one hundred and twenty (120) calendar days per lot.
3. Bidding will be conducted through the National Competitive Bidding procedures as specified
in the World Bank’s Procurement Regulations for Investment Project Financing (IPF)
Borrowers for Goods, Works, Non-Consulting and Consulting Services Dated July 2021,
Revised November 2020 and is open to all eligible bidders as defined in the Procurement
Guidelines. In addition, please refer to paragraphs 3.14 setting forth the World Bank’s policy
on conflict of interest. Bidders may bid for one or more lots.
4. Interested eligible bidders may obtain further information from The Project Coordinator,
Additional Financing - Flood Risk Management Project (AF-FRMP) by emailing
asdumoaprojects@gmail.com and inspecting the Bidding Documents at the address given
below (1) from 09:00hrs –12:00hrs and 13:00hrs – 16:00 hrs. Monday to Friday. Bidding
documents will be available from Thursday 20th July, 2023.
5. Qualifications requirements include:
(a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial
requirement(s):
- Annual average turnover of at least: US$1,000,000 calculated as total certified
payments received for contracts in progress or completed within the last five (5)
years.
The bidder must demonstrate access to, or availability of, financial resources such as
liquid assets, unencumbered real assets, lines of credit from Banking Institutions, other

than any contractual advance payments to meet cash flow requirements of
US$500,000.00.
(b) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following
experience requirement(s):
- Participation as main contractor, in at least three (3) contracts within the last five (5)
years, each with a value of at least: US$500,000.
Additional details are provided in the Bidding Documents.
6. A complete set of bidding documents in English may be purchased by interested eligible
bidders upon the submission of a written application to the address below (1) and upon
payment of a nonrefundable fee of G$20,000. The method of payment will be by cash or
Manager’s Cheque in the name of Permanent Secretary, Ministry of Agriculture.
7. Bids must be delivered to the address below (2) on or before 9:00am on 22 nd August, 2023.
Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in
the presence of the bidders’ representatives, who choose to attend in person at the address
below (2) at 9:00am on 22 nd August, 2023.
8. A site visit and Pre-Bid meeting shall take place at the following date, time and place: 11 th
August, 2023 Time: 10:00am at the East Demerara Water Conservancy Office, Flagstaff,
Cane Grove, East Coast Demerara, Mahaica.
9. All bids must be accompanied by a Bid Security in the following form:
The bid security from a bank or insurance company:
The amount of Bid Security is: Two Million Guyana Dollars (G$2,000,000.00) or Ten
Thousand United States Dollars (US$10,000.00) or equivalent amount in a freely
convertible currency per lot.
10. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual
Harassment (SH) Declaration.
