The Government of Somaliland has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.
The Ministry of Energy and Minerals (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project.
The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.
The Ministry of Energy and Minerals (MoEM) therefore intends to apply part of the proceeds of the SESRP Project to hire an Individual Consultant (“a Renewable Energy Expect-REE”) to support the Project Implementation Unit (PIU) in the installation of Battery Energy Storage Systems (BESS) and solar PV systems at selected existing diesel-based generation stations in Somaliland.
2. Scope of Work and Responsibilities:
The scope of work for the assignment includes but not limited to the following tasks:
Scope of Services- Phase 1(Designs and Contractor Selection). This shall include preparation of site-specific designs, preparation of tender documents, and procurement support activities up until contract award. The REE shall support the PIU in the preparation of detailed selection criteria and performance targets for the beneficiary ESPs. The REE shall carry out a detailed site feasibility studies and analysis for generation capacities and investments requirements by the diesel-based generation sites.
Prepare and issue detailed Engineering Design and Surveys. REE would Knowledge Transfer to the selected ESPs. Based on the on agreements reached (selected ESPs and scope of works) with the PIU, the REE shall prepare the detailed contract scope and specifications for each ESP package.
Scope of Services Phase 2 (Contractor Supervision and Management). This Phase will cover all awarded contracts that may be grouped into various lots. The scope of services shall include but not be limited to supporting the PIU in preparing QAPs, design basis and design approvals, factory acceptance tests, incoming material acceptance at site, site supervision, review and approval of pre-commissioning tests, witnessing and certifying the commissioning tests, establishment of progress measurements and payment processing and other services related to various contract management from effectiveness to the end of the defects’ liability period. The scope of services shall include but not be limited to:
The REE shall perform all other specific tasks detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.moem-sl.com and www.moem.govsomaliland.org or can be provided upon submission of an application in person or by e-mail provided below.
3. Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
The REE shall have at least a bachelor’s degree in electrical engineering or equivalent with at least 7 years of experience in designing, installation, testing and commissioning in electrical generation projects and shall have designed and successfully implemented at least three (3) hybrid mini grid or grid-connected Solar /projects of at least 200 kWp capacity or above in the last five (5) years. Experience of working in Hybrid Generation and Battery Storage Systems would be requirement. The REE shall have in depth knowledge for Off-grid and hybrid mini grid IEC standards and quality control process. The REE shall have practical experience and understanding of synchronous grid operations where multiple fuel generators like high-speed diesel generators, low-speed diesel generators and ground-mounted solar with or without BESS are being operated. The REE shall have practical experience in planning, designing, procuring, installation, testing and commissioning of hybrid mini grid projects. The REE shall have knowledge for hybrid mini grid minimum technical design and installation standard requirements and shall have specific experience SPV and BESS modelling and specifications. The REE shall have experience in project management principles including budgeting and risk management. The REE shall be an individual with excellent communication skills and fluent in English language, both written and oral. Experience working with the public, international development partners such as the World Bank, AfDB is an added advantage. Etc. and Specific experience the Africa region and Fragility, Conflict, and Violence (FCV) Countries and in particular Somaliland shall be an added advantage. The REE shall be willing to reside in Hargeisa, Somaliland and regularly travel to the various project activities and sites as may be required.
4. Duration:
The duration for the assignment is initially for twelve (12) months period with an extension based on project duration.
5. The Ministry of Energy and Minerals now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) indicating that they are qualified to perform the services.
6. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
7. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
8. Mode of submission of Applications and deadline:
