Provision of Internal Audit and Assurances Services for the LEAP and other transport ticketing systems

Description: The Authority invites Tenders from suitably qualified providers to perform internal audit and assurance services in relation to the public transport ticketing systems operated by the Authority. This includes both the existing ticketing systems currently in use, Leap system, as well as other ancillary systems and a new Next Generation Ticketing (“NGT”) system, that is under development and scheduled for rollout from 2027 onwards. The successful Tenderer will be expected to undertake a programme of audits over a rolling three-year period, addressing key areas such as governance, revenue assurance risk management, internal controls, data protection, and compliance with applicable public sector standards and regulations. The audit programme will provide ongoing assurance over the operational effectiveness of the current suite of ticketing systems in use, including Leap as well as other ancillary systems. There may also be a requirement to perform some assurance work over the development and rollout of NGT, specifically relating to the cutover from Leap to NGT and future NGT system. The successful Tenderer will be expected to coordinate, communicate, and work with other internal and external auditors and other relevant groups in the Authority specifically within the context of the Authority’s overall assurance framework. The estimated contract value of any Contract stemming from this procurement is 1.05 million euro however the maximum contract value is 2.5 million euro. This differential is due to the unforeseen nature of the NGT services that may form part of the performance of this contract.
