Συντρέχουν απρόβλεπτες περιστάσεις που δεν οφείλονται σε υπαιτιότητα της αναθέτουσας αρχής, όπως, εν προκειμένω, αποτελεί η αύξηση των τιμών προϊόντων (ιδιαιτέρως καυσίμων), λόγω των γεγονότων της ενεργειακής κρίσης και της κρίσης στην Ουκρανία.
