(CONSULTING SERVICES – SELECTION OF INDIVIDUAL CONSUILTANTS)

The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Ghana Digital Acceleration Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the hiring of the consultant positions mentioned above for the Project Implementation Unit of the Ghana Digital Acceleration Project.

The assignment will cover an initial period of twelve months (12) and will be renewed for additional one-year terms subject to successful yearly appraisal of performance at the end of each term. The assignment is expected to start in August, 2025.

The detailed Terms of Reference (TOR) for the positions can be obtained at the address given below.

The Ministry of Communication, Digital Technology and Innovations now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Master’s degree in computer science, Mathematics, Statistics, or a related field
• Minimum of 5 years of experience in a data-related role
• Experience with cloud-based data storage solutions such as AWS or Azure
• Familiarity with machine learning algorithms and their applications
• Strong knowledge and hands-on experience in evidence-based policy formulation and decision making
• Strong knowledge and experience in data governance, data standards, as well as related policies and legislations.
• Project management experience
• Strong interpersonal skills and the ability to work with stakeholders of all levels
• Strong proficiency in SQL, Python, and data visualization tools such as Tableau or PowerBI and other data manipulation languages
• Adept at queries, report writing and presenting findings
• Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
• Excellent problem-solving and critical thinking skills
• Excellent written and verbal communication skills
• Ability to work independently and as part of a team

The attention of interested individual Consultants is drawn to Section III, paragraphs 3.13 to 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers 6th Edition, revised February 2025 (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest and is open to all eligible Individual Consultants as defined in the Procurement Regulations.

An Individual Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
