The Government of Ghana approved the Ghana Landscape Restoration and Small-Scale Mining Project (GLRSSMP) to strengthen integrated natural resource management and increase benefits to communities in targeted savannah and cocoa forest landscapes. The project’s core interventions focus on (a) land-use planning for integrated landscape management to optimize land use, (b) formalization of ASM for sustainable mining, (c) restoration of degraded lands for agricultural productivity, and (d) strengthening of sustainable management of forest landscapes for biodiversity conservation and ecosystem services. To enhance integrated management, the project aims to place landscape and mining sector management on a trajectory that would transition from degraded landscapes, poverty, and low productivity toward one with high productivity and resilient landscapes, livelihoods, and high economic returns.
2.0 OBJECTIVE OF THE ASSIGNMENT
The objective of this assignment is to i) conduct a baseline assessment of seven (7) pilot reclamation sites; ii) design site-specific mine closure and reclamation plans – inclusive of unit cost projections for remediation techniques if required; iii) supervise all reclamation (earthworks) and rehabilitation (revegetation) plans to be carried out; and iv) maintain close coordination on monitoring in Phase III, and IV) coordinate on an ongoing basis with safeguards development for pilot interventions sites.

2.1. Specific Objectives of the Assignment
The scope of the work is to conduct baseline assessments and provide technical oversight and supervision of civil works related to site-specific closure (combined remediation, reclamation and rehabilitation) recommendations of mined-out sites of sub-projects in the Eastern (Site 1: Apedwa, Abuakwa State College), Ashanti (Site2: Numereso), Central (Site3: Pokukroum) and Western (Site4: Dompim, Bonsa and Site 5: Beposo) Regions as shown in Annex B of the TOR.
Given the integrated nature of the assignment, expertise from various disciplines would be required to undertake the assignment and maintain quality assurance. The assignment will therefore require an interdisciplinary team of areas of expertise with the relevant expertise, skills, and technical training to strengthen the evidence base of existing baseline studies for pilot reclamation sites to design detailed mine closure plans (combined reclamation and rehabilitation). The team leader (supervising engineer) lead will be required to coordinate and liaise between key areas of expertise at various levels, coordinate all outputs, and maintain regular communications with the technical working group established to by the Ministry of Lands and Natural Resources (MNLR). The consulting firm will assemble a team of the following areas of expertise as summarized below and listed in detailed in the TOR.
Requirements for experience and qualifications are listed below. Experience with Global Environmental Facility (GEF) projects is not a requirement but considered an asset.
5.0 REPORTING OBLIGATIONS AND EXPECTED DELIVERABLES
During the delivery of service, the Consultant shall be under the direct supervision of the Project Coordinator, Ministry of Lands and Natural Resources. Because most of the prescriptions are going to be site-specific, the Consultant will interact regularly with the Project Coordinating Unit at every key step in the process. Particularly, issues regarding environmental and social safeguards should be brought to the attention of the PCU immediately to follow the laid down procedures agreed with the World Bank in the implementation of the subproject. The Consultant will be represented at Project coordination Meetings and Implementation Support Missions as and when required. In addition to the specific outputs required from the Consultant, the Consultant shall prepare and submit quarterly reports on the status of implementation of the assignment to the Ministry.
The following reports shall be prepared by the firm:
The consulting services (“the Services”) include selection of a Consulting Firm to assist in creating legislative Instruments to regulate the granting of permits to discharge water in all its control form into water bodies and prescribe the acceptable levels of pollution of all freshwater and estuarine water bodies; and to assist in creating legislative instruments for management of activities in riparian buffer zones.

The Ghana Landscape Restoration and Small-Scale Mining Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section VII. Approved Selection Methods: Consulting Services, Quality and Cost-based Selection (QCBS) Section VII, paragraph, 7.3 and Annex XII. Selection Methods of the World Bank’s “Procurement In Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services, Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultants Quality and Cost-based Selection. (QCBS) method set out in the Procurement Regulations.
