  • The Ministry of Finance has received financing from the World Bank towards the cost of the Public Financial Management for Service Delivery Program (PFM4SD) and intends to apply part of the proceeds for consulting services.

THE OBJECTIVES OF THE ASSIGNMENT

  • The objective of the assignment is to recruit a Program Coordinator (Budget, Expenditure Management and Commitment Control) to support the realization of the PFM4SD Program by developing and implementing realistic interventions to improve the effectiveness and efficiency of budget execution for better service delivery, budget alignment with national and international development strategies, gender and climate considerations; and to undertake a number of budget reforms including the use of hard budget ceilings, the conduct of performance evaluations on the execution of Program-Based Budget (PBB) for selected sectors, better performance of Budget Committees (BCs), and publication of separate annexes on gender and climate in the MDA’s budget estimates.

SCOPE OF SERVICES

3. The PFM4SD Program Coordinator (Budget, Expenditure Management and Commitment Control) will provide the program management expertise required for the implementation of the World Bank-financed Public Financial Management for Service Delivery (PFM4SD) Program and support the implementing agencies to achieve various DLIs and its related DLRs. The scope of work will include the following:

DLI 6 Improved preparation of budget

DLR 6.1: (a) Hard budget ceilings are introduced for MDAs, and (b) Hyperion configured to limit part-A proposals within the hard ceilings (yes/no)

DLR 6.2: Ten (10) sector program performance audit/evaluation reports are published to enable strengthened PBB (number of reports) [Note: Independent performance audit/evaluation entity could be either public or private]

DLR 6.3: At least five (5) sector’s Budget Committees (BCs) evaluated on the performance scorecard with a 20 percent increase in average aggregated BC scores [Scorecard to include separate weightage for prioritizing gender and climate among other factors] (number of BCs)

DLR 6.4: Cross-cutting climate and gender budget notes are prepared and included in the annex of the published National Budget (yes/no – scalable, 50% for each note)

EXPERIENCE AND QUALIFICATIONS

4. The following are the experience and qualification requirements for the Program Coordinator (Budget, Expenditure Management and Commitment Control):

  • A Master’s degree in public finance and accounting, economics, public sector management, or a related field from a recognized university.
  • Membership in a professional body such as ICA-Ghana, ACCA, CIMA etc.
  • At least 10 years work experience in public financial management reforms, including experience with reform processes at a senior level with Government or large international organisations.
  • Extensive knowledge of public financial management systems covering Budget, Expenditure Management and Commitment Control.
  • Work experience in programme coordination and management with the ability to produce technical work plans and monitoring their implementation and performance.
  • Strong track record in performance management especially setting targets and ensuring their delivery and realization.
  • Proven capacity to provide technical advice and work with senior government officials, development partners and stakeholders in the PFM environment.
  • Demonstrable experience in knowledge transfer including mentoring and training skills.

CONTRACT DURATION, LOCATION AND REPORTING

5. The assignment is initially for 2 years renewable annually subject to satisfactory performance of the contracted scope. PCO will conduct annual performance reviews to determine whether to renew the contract at the end of the first year. The Program Coordinator (Budget, Expenditure Management and Commitment Control) will report to the Program Director, and the duty station shall be at PCO in Accra, with travel requirements across the country.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 Setting forth the World Bank’s policy on conflict of interest.

7. A Consultant will be selected in accordance with Individual Selection Method as set out in the Procurement Regulations. Expressions of Interest which must bear the title Program Coordinator (Budget, Expenditure Management and Commitment Control) must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 5:00pm GMT on July 3rd, 2023.
