1. The Ministry of Finance has received financing from the World Bank towards the cost of the Public Financial Management for Service Delivery Program (PFM4SD) and intends to apply part of the proceeds for consulting services.

THE OBJECTIVES OF THE ASSIGNMENT

2. The objective of the assignment is to effectively support the Ministry of Finance (MoF), Controller and Accountant General’s Department (CAGD), Public Service Commission (PSC) and PCO in the management and rollout implementation of the Ghana Integrated Financial Management Information System (GIFMIS) platforms within the planned timeframes and budgets.

The following objectives are designed to meet that goal.

  • Ensure the GIFMIS (Financial, HRMIS. Payroll and Hyperion) project rollout implementation activities are clearly defined, coordinated and managed to achieve the set targets.
  • Identify the project risks that may affect delayed completion of the planned targets and develop a strategy to manage those risks.
  • Determine the project resource requirements and prepare budgets to achieve the intended rollout implementation activities.
  • Effective management of all contracts related to the GIFMIS rollout implementation.
  • Meet all the project management quality assurance standards required for GIFMIS rollout implementation activities across government.
  • Grow the requisite knowledge and capability within the Ministry of Finance, Controller and Accountant General’s Department and Public Service Commission to support the effective operation of the GIFMIS platforms.
  • Participate in change management interventions in order minimize disruption to the ongoing government financial management activities in MDAs, MMDAs and other stakeholders involved in the GIFMIS re-implementation and rollout.

SCOPE OF SERVICES

3. The PFM4SD Program Coordinator (GIFMIS) will provide the program management expertise required for implementing the World Bank-financed Public Financial Management for Service Delivery (PFM4SD) Program and support the implementing agencies to achieve various DLIs and its related DLRs. The scope of work will include the following:

DLI 7: Budget holders effectively and transparently implement their approved budgets

DLR 7.1: 650 additional education and health institutions use GIFMIS to receive warrants, IGF receipts and process their expenditure [Estimated breakdown of 650 institutions: 440 (220x2) District Directorates of Health and Education; 160 District Hospitals, and 50 Higher Education Institutions]

DLR 7.4: 90 percent of non-salary budget on goods and services and CAPEX contracts awarded after a commitment number is generated on GIFMIS (percentage)

EXPERIENCE AND QUALIFICATIONS

4. The following are the experience and qualification requirements for the GIFMIS Coordinator:

  • A master’s degree in a relevant discipline such as Accounting, IT, Project Management, Business Administration, or related field.
  • At least 10 years work experience in project management, management of project and system implementations.
  • Relevant professional qualifications in a related field with current membership in a professional body. Work experience and knowledge of the Oracle EBS environment will be an added advantage.
  • Project management experience of at least one large-scale system development and implementation. Public sector experience in this area will be an added advantage.
  • Experience, knowledge and understanding of developments in the discipline of Project Management, particularly in an IT environment. The candidate should have demonstrable project management skills for projects of a similar nature and complexity.
  • Possess enough IT/IS training and experience in the implementation of complex IT systems covering aspects such as system design, networking, database management, application development and implementation, testing and integration, support and maintenance and other IT related implementation activities.
  • Experience in ‘change management’ in large organisations will be advantageous as will experience in business process re-engineering.
  • Strong inter-personal and communication skills will be critical factors in carrying out this assignment and will therefore be highly valued as will the ability to lead and work as part of a team.
  • Demonstrable experience in knowledge transfer including mentoring and training skills.
  • Knowledge and understanding of developments in International Accounting Standards (IAS), International Public Sector Accounting Standards (IPSAS) will be an added advantage.

CONTRACT DURATION, LOCATION AND REPORTING

5. The assignment is initially for 2 years renewable annually subject to satisfactory performance of the contracted scope. PCO will conduct annual performance reviews to determine whether to renew the contract at the end of the first year. The Program Coordinator (GIFMIS) will report to the Program Director, and the duty station shall be at PCO in Accra, with travel requirements across the country.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest.

7. A Consultant will be selected in accordance with Individual Selection Method as set out in the Procurement Regulations. Expressions of Interest which must bear the title Program Coordinator (GIFMIS) must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 5:00pm GMT on July 3rd, 2023.
