  • The Ministry of Finance has received financing from the World Bank towards the cost of the Public Financial Management for Service Delivery Program (PFM4SD) and intends to apply part of the proceeds for consulting services.
  • The overall objective of this assignment is to verify strictly in accordance with specific Verification Protocols as approved by the World Bank, the baseline, and the extent of achievement of each DLI.
  • The scope of services under this assignment will include the following:
  • Tasks and Responsibilities
  • The IVA will conduct the verification on time and according to the verification protocol approved by the World Bank. Any additions or changes to that protocol will need to be approved in advance in writing by the World Bank.
  • The IVA will develop a detailed methodology for assessing the baselines and results against each DLI, based on the verification protocol and guidelines described in the Project Restructuring Paper. The methodology will be presented to the World Bank and require the World Bank team’s approval.
  • In conducting the verifications, the IVA is expected to undertake field visits to Implementing Institutions’ headquarters, field offices and work sites as may be appropriate and necessary, adhering to the highest standards of verification and due diligence, with advance notice to the PCO which will coordinate with implementing Institutions. Such visits will be in addition to physical verification as may be appropriate and necessary (including through spot checks, interviews with PFM4SD beneficiaries and end-users), desk reviews and other methods.
  • Prepare DLI Targets achievement reports as requested during the contract period.
  • Submit reports to the PCO in accordance with agreement made for undertaking the verification. The report needs to include: brief summaries of verification activities undertaken to check the accuracy of gross results data; supporting documents where necessary, verified baselines and results for all DLI’s along with recommended disbursement levels for each DLI; summaries of major discrepancies between gross and verified results along with short explanations for such discrepancies, and recommendations and constructively critical analysis for why baselines and achievement against specific DLIs may be above or below the expectations.
  • The IVA will update the PCO, MoF and the World Bank Task Team Leader on the baselines for each DLI to finalize the Technical Notes. Subsequently, the IVA will update the PCO, MOF and the World Bank Task Team Leader on the verification progress on a monthly basis, after the PCO informs the IVA of the achievement of particular DLIs, on progress and status of IVA deliverables.
  • Verification and Reporting of PFM4SD DLIs
  • The IVA will undertake the preparation of verification reports according to the Verification Protocol in the Program Appraisal Document (PAD) and DLI Technical Notes (as appropriate) as well as any other additional processing/procedures as may be specified in the contract.
  • The verification reports prepared by the IVA will be submitted to the PFM4SD Program Director for onward submission to the MOF, World Bank and to the Project Steering Committee. The World Bank and the GoG will use the reports as evidence of DLI achievements and disbursement of program funds.
  • The Ministry of Finance now invites eligible consulting firms (“Consultants”), to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  • General Experience of Firm
  • Specific Experience of Firm in undertaking similar assignments
  • Availability of staff for the assignment
  • The attention of interested Consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018 and November 2020 (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.

6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in form of joint venture and/or a sub consultancy. In case of joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

7. A consultant will be selected in accordance with the Consultants Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
