  • The Ministry of Finance has received financing from the World Bank towards the cost of the Public Financial Management for Service Delivery Program (PFM4SD), and intends to apply part of the proceeds for consulting services.

THE OBJECTIVES OF THE ASSIGNMENT

  • The objective of the assignment is to recruit a Program Coordinator (Resource Mobilisation) to support the realization of the PFM4SD Program by developing and implementing realistic interventions to improve and sustain domestic resource mobilization, improve taxpayer compliance through reduced burden to comply with filing/payment and enhance coordination of external resources through effective Sector Working Groups (SWGs) mechanism.

SCOPE OF SERVICES

3. The Resource Mobilisation Program Coordinator will provide the program management expertise required for implementing the World Bank-financed (PFM4SD) Program and support the implementing agencies to achieve various DLIs and their related DLRs. The scope of work will include the following:

DLI 1: Increased tax receipts

DLR 1.1: Adopt data-driven, revised policy framework for conceptualizing, appraising, and approving new tax expenditures by Cabinet based on the publication of a repository of tax expenditures and the cost of these expenditures

DLR 1.2: 500 Tax Expenditure Claims granted for climate smart investments (number)

DLR 1.3: 79,500 increase in the number of non-salaried active taxpayers (number)

DLR 1.4: 3 percentage point increase in GRA tax to GDP ratio (Non-rebased Percentage)

DLI 2: Taxpayer compliance facilitated

DLR 2.1: Reduction in number of hours to prepare, file, and pay value added tax, profit tax, and labor tax to 158.8 (hours)

DLR 2.2: 90% of tax audits based on Automated Risk-based Selection (percentage)

DLR 2.3: 90% of administrative reviews of taxpayers’ appeals finalized within the stipulated time of 60 days (percentage)

EXPERIENCE AND QUALIFICATIONS

4. The following are the experience and qualification requirements for the Resource Mobilisation Coordinator:

  • A Master’s degree in public finance and accounting, economics, banking and finance, management, public sector management, or a related field from a recognized university.
  • Membership in a professional accountancy body such as ICA-Ghana, ACCA, CIMA, Ghana Institute of Taxation etc.
  • At least 10 years work experience in public financial management reforms, including experience with reform processes at a senior level with Government or large international organisations.
  • Extensive knowledge of public financial management systems covering Public and external resource mobilisation, non-tax revenue policy implementation, analysis and reporting and training and capacity building in the public sector.
  • Work experience in programme coordination and management with the ability to produce technical work plans and monitor their implementation and performance.
  • Strong track record in performance management especially setting targets and ensuring their delivery and realization.
  • Proven capacity to provide technical advice and work with senior government officials, development partners and stakeholders in the PFM environment.
  • Demonstrable experience in knowledge transfer, including mentoring and training skills.

CONTRACT DURATION, LOCATION AND REPORTING

5. The assignment is initially for 2 years renewable annually subject to satisfactory performance of the contracted scope. PCO will conduct annual performance reviews to determine whether to renew the contract at the end of the first year. The Resource Mobilisation Coordinator will report to the Program Director, and the duty station shall be at PCO in Accra, with travel requirements across the country.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest.

7. A Consultant will be selected in accordance with Individual Selection Method as set out in the Procurement Regulations. Expressions of Interest which must bear the title Program Coordinator (Resource Mobilisation) must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 5:00pm GMT on July 3rd, 2023.
