II.2.4)Description of the procurement at the time of conclusion of the contract:

Objekt- und Tragwerksplanung für Erneuerung Eisenbahnüberführung/Überwerfungsbauwerk Entengraben Strecke 5320 km 54,410; Planung Lph 3,4 und 6 Im Kreuzungspunkt 54,409 (EÜ Entengraben) der Strecke 5320 (Treuchtlingen-Nürnberg) wird das Gegenrichtungsgleis (Nürnberg -Treuchtlingen) über den Bachlauf „Entengraben“ überführt. Oberhalb dieser EÜ wird das Richtungsgleis (Treuchtlingen -Nürnberg) über das Gegenrichtungsgleis überführt. Die bestehen-den Bauwerke aus dem Jahr 1907 sind laut Befund vom 17.06.2011 (Gutachten Regelinspektion EÜ Enten-graben km 54,409) und vom 27.05.2011 (Gutachten Regelinspektion Überwerfungsbauwerk km 54,410) technisch abgängig. Da beide Bauwerke direkt übereinander liegen, soll im Rahmen dieser Maßnahme die gleichzeitige Erneuerung erfolgen. Während der Planung der Maßnahme gab es grundlegende Änderungen und Abhängigkeiten der Sperrpausen sodass die Leistungsphase 3 noch einmal beplant werden muss. Ein Augenmerk liegt besonders in der Abstimmung mit dem Betrieb, anderen Baumaßnahmen und den Zuarbeiten der Gewerke.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Aufgrund des technischen Zusammenhang zwischen der einzelnen Bauwerke ( Brücke, Überwerfungsbauwerk und anschließende Dämme und Randwegeist) ein Wechsel des AN nicht zielführend. Eine Erweiterung der Schnittstellen ist für das Projekt nicht zielführend. Der Wechsel des AN würde erhebliche Schwerigkeiten hinsichtlich Terminstabilität des Projekts mit sich bringen, ausserdem besteht die Gefahr einen Qulifizierten AN in so eine kurze Planungsphase einzubinden.
