Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Nach Auffassung sowohl der Branddirektion München als auch des vomEBA bestellten PrüfSV Arnhold garantiert die Auslegung derRauchschutz-Druckanlage (RDA) zur Druckbelüftung derSicherheitstreppenräume allein nach den allgemein anerkannten Regelnder Technik und den DB Richtlinien keine ausreichende Sicherheit derFunktionalität. Ausreichende Sicherheit schon im Stadium der Planungkann nach Auffassung der Brandschutzexperten auf Seite BD und EBAallein durch eine Simulation erreicht werden. Die zur Simulation erfoderlichen Daten liegen nur dem schon beauftragenPlanungsbüro vor. D.h. nur der beauftrage AN kann eine ausreichendgenaue Simulation erzeugen, die den Sicherheitsanforderungen des EBAPrüfers entspricht
