Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

LÄ81 - Das Gesamtentwässerungskonzept ist bei der genehmigenden Behörde eine gemeinsamer Vorgang und es können erhebliche Haftungsrisiken entstehen, wenn die Leistung aufgetrennt würde. Ein weiterer AN müsste sich zunächst in das Projekt einarbeiten, was mit erheblichen zusätzlichen Kosten verbunden wäre. Darüber hinaus wäre auch mit Doppelarbeit, einer höheren Fehlerquote aufgrund von fehlendem Vorwissen und einer erhöhten Wahrscheinlichkeit eines negativen Bescheids auszugehen.
