Das DLR ist das Forschungszentrum der Bundesrepublik Deutschland für Luft- und Raumfahrt. Es betreibt Forschung und Entwicklung in den Bereichen Luftfahrt, Raumfahrt, Energie und Verkehr, Sicherheit und Digitalisierung. Für die Erforschung und Entwicklung von innovativen Lösungen für die Dekarbonisierung und Emissionsreduktion der Schifffahrt wurde das Institut für Maritime Energiesysteme gegründet. Das Institut transferiert Wissen anderer DLR Institute zu verschiedenen Bausteinen von Energiesystemen aus anderen Anwendungsgebieten auf den maritimen Sektor, ergänzt und erweitert diese weiter. In Kooperation mit wissenschaftlichen Partnern und der Industrie werden diese in die Praxis überführt. Das Institut baut eine Großinfrastruktur auf, um die neu zu entwickelnden Energiesysteme in standardisierter Laborumgebung sowie unter realen Bedingungen auf einem Forschungsschiff zu testen und zu erproben. Für die Entwicklung, Demonstration und Vorbereitung von Zertifizierungen von maritimen Energiesystemen wird daher ein Schiff als Testplattform für neue Energieträger und Systeme beschafft.

Diese Ausschreibung umfasst die Erbringung der folgenden Leistungen:

- Die Erstellung eines Generalplans zum Bau des Forschungsschiffs DiLaR nebst allen erforderlichen Anlagen und der

Bauvorschrift – Der Generalplan und die Bauvorschrift bilden die für die Ausschreibung der bauausführenden Werft erforderliche Leistungsbeschreibung - Die Unterstützung bei der darauffolgenden Ausschreibung der bauausführenden Werft

- Die technische Bauaufsicht beim Bau des Forschungsschiffes DiLaR

Durch eine vor Beauftragung nicht abzusehende Wahl des Vergabeverfahrens und weitere technische Fragen, die sich im Zuge des Konzeptdesigns ergeben haben, muss die Zusammenarbeit verlängert und inhaltlich erweitert werden, woraus sich dementsprechend ein Mehraufwand für den AN ergibt.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Durch eine vor Beauftragung nicht abzusehende Wahl des Vergabeverfahrens (wettbewerbliches Dialogverfahren) und weitere technische Fragen, die sich im Zuge des Konzeptdesigns ergeben haben, muss die Zusammenarbeit mit dem AN verlängert und inhaltlich erweitert werden, woraus sich ein entsprechender Mehraufwand ergibt. Diese jetzt notwendige Änderung war im Rahmen der Sorgfaltspflicht des Auftraggebers zum Zeitpunkt der Beauftragung nicht vorhersehbar.
