Der digitale Impfnachweis ist eine zusätzliche Möglichkeit zum gelben Impfpass, um Impfungen zu dokumentieren. Statt nur im gelben Impfpass, Impfzeitpunkt, Impfstoff und Namen vorweisen zu können, sollen Nutzerinnen und Nutzer diese Informationen künftig auch personalisiert bequem auf ihren Smartphones digital speichern können. Der digitale Impfnachweis umfasst eine Impfnachweis-App, eine Prüf-App und ein Backendsystem für die Integration in Arztpraxen und Impfzentren.

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Mit dieser Änderungsvereinbarung werden die Leistungsblöcke für die Aufwände der Sicherstellung des geordneten Betriebs für die Komponente des DEMIS-Komfortclients und die dazugehörigen Aufwände für Projektmanagement, Steuerung sowie Wartung für die Vertragslaufzeit vom 01.01.2024 bis zum 31.03.2024 vereinbart.

Need for additional works, services or supplies by the original contractor/concessionaire (Art. 43(1)(b) of Directive 2014/23/EU, Art. 72(1)(b) of Directive 2014/24/EU, Art. 89(1)(b) of Directive 2014/25/EU)
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Ein Wechsel des Auftragnehmers kann aus techn. und wirtschaftl. Gründen nicht erfolgen und wäre mit erheblichen Schwierigkeiten und Zusatzkosten verbunden. In technischer Hinsicht handelt es sich bei den von dem Auftragnehmer bisher bereitgestellten Systemen um ein einheitliches System, welches gleichermaßen die Ausstellung der europarechtskonformen Impf-, Test- und Genesenenzertifikate gewährleistet. Hierbei wird zur Ausstellung des Genesenen- und Impfzertifikates das vom Auftraggeber bereitgesetllte und in Verantwortung des RKI betriebene Backend-System verwendet. In wirtschaftlicher Hinsicht ist insbesondere der erhebliche Aufwand im Zuge der datenschutzrechtlichen und datensicherheitstechnischen Prüfungen und Testreihen zu berücksichtigen, der sich voraussichtlich auf einen etwa siebenstelligen Betrag belaufen dürfte. Hinzu kämen ganz erhebliche Kosten eines Dritten zur Erarbeitung und zur Schaffung der technisch, personellen und wirtschaftlichen Voraussetzungen zur Durchführung.
