Explanation:

Die Leistung umfasst die Erfassung, Bewertung, Einordnung und statistische Zuordnung von Verbraucheranfragen und Beschwerden zu aktuellen Themen des Verbraucheralltags. Auf Grund der breiten Themenvielfalt und Notwendigkeit der Einheitlichkeit der Erfassungsinfrastruktur kann der Auftrag nur von einem Bieter erbracht werden, der schon die Erstberatung von Verbraucher:innen zu verschiedenen Themenfeldern durchführt. In einer umfangreichen Markterkundung und Analyse der Gesamtthematik wurde evaluiert, dass lediglich eine Gesellschaftskonstrukt aus den Verbraucherzentralen die Leistung in dem notwendigen Umfang und der geforderten Datenqualität erbringen kann.
