Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Der ursprünglich beauftragte Auftragnehmer hatte bereits beträchtliche Arbeit investiert und verfügte über umfangreiche Kenntnisse der Schnittstellen zwischen den am Projekt beteiligten Planern. Ein Wechsel des Auftragnehmers hätte erhebliche Verzögerungen und Qualitätsprobleme bei der Schnittstellenintegration und zusätzliche Kosten für den öffentlichen Auftraggeber verursacht.
