Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Der ursprünglich beauftragte Auftragnehmer hatte bereits beträchtliche Arbeit investiert, nachdem bereits ein Großteil der vertraglich geschuldeten Leistungen durch den Auftragnehmer erbracht wurden und verfügte über umfangreiche Kenntnisse der komplexen Schnittstellenanforderungen. Ein Wechsel des Auftragnehmers hätte erhebliche Verzögerungen und Qualitätsprobleme bei der Schnittstellenintegration und zusätzliche Kosten für den öffentlichen Auftraggeber verursacht.
