Das Land Thüringen hat in der ersten Jahreshälfte 2023 mit dem Betrieb der DB ein neues Betriebskonzept ab der IBN 2028 vorgesehen, sodass einige Teile der bereits bestehenden Planung neu geplant werden mussten.
