Die Gemeinde Ofterschwang i. Allgäu plant die Errichtung zweier Wohnhäuser, zur Schaffung bezahlbaren Wohnraums. Das der Gemeinde in der Gemarkung Ofterschwang hierfür zur Verfügung stehende Grundstück weist eine Gesamtfläche von 2.146 m² auf und befindet sich in verkehrstechnisch günstiger Lage in Nähe der Anbindung zur B19. Auf der Grundlage der vorhandenen Genehmigungsplanung ist die Werkplanung, und die schlüsselfertige Erstellung der Gesamtbaumaßnahme aus einer Hand - bzw. als Bewerbergemeinschaft zu erbringen – notwendige Subunternehmerleistungen sind zu benennen.

Es sind zwei Mehrfamilienhäuser mit insgesamt 16 Wohneinheiten und einer Tiefgarage zu erstellen.

Gemäß §3a Abs. (3) kann nach der derzeitigen Sättigung des Marktes nicht abgewogen werden, welche Ausführungsvariante und welches Konstruktionssystem die beste Lösung für dieses Bauvorhaben, unter Berücksichtigung von Aspekten wie Nachhaltigkeit, Wirtschaftlichkeit, etc., ist.

Handlungsempfehlung: Systembauweise (Fertigbaukonstruktion) durch eine Leistungsbeschreibung mit Leistungsprogramm entsprechend §7c VOB/A (Funktionalausschreibung) auszuschreiben ohne detaillierte Planung (Bauantrag mit Genehmigung liegt vor).

Die Randbedingungen sind geklärt und das Anforderungsprofil ist umfassend und erschöpfend in einer Funktionalen Baubeschreibung beschrieben.

Aus den Bewerbern des Teilnahmewettbewerbes erhalten 2 - 8 Bieter die Aufforderung zur Angebotsabgabe. Für die Erstellung des Angebotes incl. der erforderlichen systemadaptiven Werkplanung steht pro Teilnehmer entsprechend den Regelungen VOB (A) §8 Abs.8 (1) eine Entschädigung von 4.000.- € zzgl. MwSt. zur Verfügung – bei Auftragserteilung erfolgt eine Verrechnung der Aufwandsentschädigung. Bei der Verfahrensart handelt es sich um ein Nichtoffenes Verfahren mit Teilnahmewettbewerb, also somit um ein zweistufiges Vergabeverfahren. Alle für das Verfahren erforderlichen Formulare werden auf der Vergabeplattform zur Verfügung gestellt. Der Umfang beläuft sich auf:

• Teilnahmeantrag Stufe 1 – Auswahlverfahren

• Eignungskriterien Stufe 1 – Auswahlverfahren

• Angebotsabgabe Stufe 2 – Angebotsaufforderung
