Die Tegel Projekt GmbH (TP) entwickelt im Auftrag des Landes Berlin die Flächen des ehemaligen Flughafens
Tegel zu einem Industrie- und Forschungspark für urbane Technologien, Berlin TXL - The Urban Tech Republic,
und einem smarten Wohnquartier, dem Schumacher Quartier. Mit der Übernahme des Geländes beginnt die
aktive Betriebsphase, die ebenfalls im Verantwortungsbereich der TP als Geschäftsbesorger im Auftrag des AG
liegt. Die hier ausgeschriebene Leistung umfasst die Leistungsbereiche der Sicherheitsdienstleistungen.

Precise information on deadline(s) for review procedures:
Verstöße gegen Vergabevorschriften, die aufgrund der Bekanntmachung oder in den Vergabeunterlagen erkennbar sind, sind spätestens bis zum Ablauf der Frist zur Bewerbung oder zur Angebotsabgabe gegenüber dem Auftraggeber zu rügen. Im Übrigen sind Verstöße gegen Vergabevorschriften innerhalb einer Frist von zehn Kalender-tagen nach Kenntnis gegenüber dem Auftraggeber zu rügen.
Ein Nachprüfungsantrag ist innerhalb von 15 Kalendertagen nach Eingang der Mitteilung des Auftraggebers, einer Rüge nicht abhelfen zu wollen, bei der zuständigen Vergabekammer zu stellen (§ 160 Gesetz gegen Wettbewerbsbeschränkungen (GWB)).
Die o.a. Fristen gelten nicht, wenn der Auftraggeber gemäß § 135 Absatz 1 Nr. 2 GWB den Auftrag ohne vorherige Veröffentlichung einer Bekanntmachung im Amtsblatt der Europäischen Union vergeben hat, ohne dass dies aufgrund Gesetzes gestattet ist.
Setzt sich ein Auftraggeber über die Unwirksam-keit eines geschlossenen Vertrages hinweg, indem er die Informations- und Wartepflicht missachtet (§ 134 GWB) oder ohne vorherige Veröffentlichung einer Bekanntmachung im Amtsblatt der Europäischen Union vergeben hat, ohne dass dies aufgrund Gesetzes gestattet ist, kann die Unwirksamkeit nur festgestellt werden, wenn sie im Nachprüfungsverfahren innerhalb von 30 Kalendertagen nach der Information der betroffenen Bieter und Bewerber durch den öffentlichen Auftraggeber über den Abschluss des Vertrags, jedoch nicht später als sechs Monate nach Vertragsschluss geltend gemacht worden ist. Hat der Auftraggeber die Auftragsvergabe im Amtsblatt der Europäischen Union bekannt gemacht, endet die Frist 30 Kalendertage nach Veröffentlichung der Bekanntmachung der Auftragsvergabe im Amtsblatt der Europäischen Union (§ 135 GWB).

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
Durch die Kernsanierung des Terminal A, ist der Leitungsweg von der BMA aus Geb. V zur BMZ in Geb. L unwiderruflich unterbrochen werden. Alternative leitungsgebundene Kabelwege von Geb. V nach Geb. L gibt es nicht. Der schnellste und sicherste Weg, einen konformen Betrieb der BMA Einrichtung wiederherzustellen, ist über ein Übertragungsgerät, welches Meldungen an eine 24/7 besetzte Stelle übermittelt.
