II.2.4)Description of the procurement at the time of conclusion of the
contract:
Der Gebäudebereich des Neuen Rathauses Minoritenweg 8-10 muss generalsaniert werden. Neben
den Brandschutzmängeln, ist das statische System (Dachstuhl und Geschossdecken) zu verstärken, die
Gebäudehülle (insbesondere aus energetischer Sicht) zu sanieren und an den Stand der Technik anzupassen.
Die gesamte Elektro-, Heizungs- und Sanitärinstallation ist zu erneuern. Im Zuge der Generalsanierung sollen die Büroräume im Dachgeschoss optimiert, die WC- und Sanitärkerne erneuert, sowie die Bürostuktur an
heutige Erfordernisse angepasst werden.
Dabei möchte sich der AG die Option behalten, die Planungsleistung in einem 2 Bauabschitt für die Bereiche 1.+2. OG Minoritenweg 4-6 zu erweitern.

VII.2.1)Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
Um die Klimaziele der Stadt und eine bessere Energieeffizienz zu erreichen,
wurde dann entschieden regenerative Energieträger zum Einsatz kommen zu lassen. Durch den Einbau der monovalenten Grundwasserwärmepumpe, mit der dazu erforderlichen
Brunnenanlage, und der Errichtung einer PV-Anlage auf den Dachflächen zum Innenhof,
ergeben sich zusätzliche Kosten.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
Gemäß § 132 Abs. 2 Satz 1 Nr. 2 GWB ist es zulässig eine Auftragsänderung ohne neues Vergabeverfahren durchzuführen, da ein zusätzlicher Mehraufwand erforderlich geworden ist und ein Wechsel des Auftragnehmers aus wirtschaftlichen und fachtechnischen Gründen nicht erfolgen kann und mit erheblichen Schwierigkeiten und beträchtlichen Zusatzkosten für den öffentlichen Auftraggeber verbunden wäre. Die weitere Zulässigkeit der Auftragsänderung ist, dass es sich der Gesamtcharakter der Leistung sich nicht verändert.
