II.2.4)Description of the procurement at the time of conclusion of the contract:

Bei dem betreffenden Gebäude handelt es sich um den Neubau des Feuerwehrhauptstützpunktes für die Freiwillige Feuerwehr Wetzlar in der Ernst-Leitz-Str. 44. Das Bestandsgebäude weist erhebliche Mängel auf und soll in zwei Bauabschnitten während des laufenden Betriebes ersetzt werden.

Das Gebäude soll Unterstellmöglichkeiten für insgesamt 23 Fahrzeuge, einen Sozialbereich, Schulungs- und Gruppenräume, einen Verwaltungs- und Aufenthaltsbereich, Werkstätten und Technikräume sowie eine Atemschutzübungsstrecke erhalten. Ein weiterer Bestandteil der Planungsleistungen sind die Außenanlagen mit 50 Stell- und Einsatzparkplätzen und dem Alarm- und Übungshof.

Im Vorfeld des Projektes wurden Untersuchungen durchgeführt, die der Machbarkeit anhand der vorgegebenen Situation im Vergleich zu einem Neubau dienen.

Die Grundstücksfläche beträgt ca. 9.290 m2, die Nutzfläche für die Feuerwehr einschließlich der Jugendfeuerwehr beträgt ca. 3.800 m2, davon sind ca. 1.100 m2 Stellflächen für Fahrzeuge und Geräte. Die Baukosten für KG 200-600 betragen ca. 9,0 Mio. € (brutto) davon entfallen auf KG 300-400 ca. 7,4 Mio. € (brutto). Ausgeschrieben sind die Generalplanerleistungen mit folgenden Planungsleistungen:

Objektplanung Gebäude, Fachplanung Technische Gebäudeausrüstung mit Anlagengruppen 1-8, Beratungsleistung Bauphysik mit Wärme- und Schallschutz, Geophysik sowie baulicher Brandschutz.

Das Objekt wird in folgende Honorarzonen eingestuft:

Objektplanung Gebäude III, Technische Gebäudeausrüstung II

Es erfolgt eine stufenweise Beauftragung der Leistung.

Darüber hinaus ist optional eine Beauftragung der Tragwerksplanung beabsichtigt.

Es mussten weitere Untersuchungen aufgrund der Genehmigungsauflagen verschiedener TÖB erbracht werden.

Die Honorarkosten berechneten sich dann nach den gestiegenen Baukosten durch die Pandemie und Materialknappheiten durch den Krieg.

Es handelt sich im vorliegenden Fall nicht um wesentliche Änderungen des Auftrages, die Bauaufgabe „Generalplanerleistungen für den Neubau des Feuerwehrhauptstützpunktes“ auf dem vorhandenen Grundstück ist unverändert Gegenstand des Vertrages. Gem. § 132 Absatz 1 Satz 1 GWB ist daher ein neues Vergabeverfahren nicht erforderlich. Lediglich das Honorar muss angepasst werden.
