         Es sollen die Leistungen der Leistungsphasen 1-9 für eine Brandschutzplanung gemäß AHO Nr. 17 Leistungen für Brandschutz 2015, Teil 3, Abschnitt 1 beauftragt werden. Die Beauftragung soll stufenweise erfolgen. So werden im ersten Schritt nur die Planungsleistungen, die für die Erstellung der Projektvorlage erforderlich sind (LPH 1-3) unmittelbar vergeben werden. Eine Beauftragung der weiteren Planungsleistungen (LPH 4-9) soll nur und erst dann erfolgen, wenn der Verwaltungsausschuss der Stadt Salzgitter positiv über die Projektvorlage entschieden hat.

         - über das Vermögen weder ein Insolvenzverfahren oder ein vergleichbares gesetzliches geregeltes Verfahren eröffnet wurde oder die Eröffnung eines Insolvenzverfahrens durch den Bieter gestellt oder dieser Antrag mangels Masse abgelehnt wurde,
