         Bewerber haben folgende Kriterien für eine Teilnahme am zweistufigen Verfahren zu erfüllen:

         1. Zur Beurteilung der persönlichen (III.1.1), wirtschaftlichen

         (III.1.2) und technischen Leistungsfähigkeit (III.1.3)

         hat der Bewerber mit dem Teilnahmeantrag den ausgefüllten
