         Der Freistaat Thüringen, vertreten durch das Thüringer Landesamt für Umwelt, Bergbau und Naturschutz (TLUBN), beabsichtigt, mit dieser Ausschreibung die Natura-2000-Managementplanung (Fachbeitrag Offenland) bis zum Jahr 2025 abzuschließen. Schwerpunkt der Managementplanung innerhalb der Natura-2000-Gebiete ist die Festsetzung der nötigen Maßnahmen gem. Art. 6 Abs. 1 FFH-RL zur Erhaltung oder Wiederherstellung eines günstigen Erhaltungszustandes der Schutzobjekte. Bisher liegen Fachbeiträge Offenland für alle FFH-Gebiete sowie 27 Vogelschutzgebiete behördenverbindlich vor. In der noch laufenden Planung werden Fachbeiträge Offenland für sieben weitere Vogelschutzgebiete erarbeitet.

         Für die restlichen sechs Vogelschutzgebiete sollen Fachbeiträge Offenland im Rahmen der hier zu vergebenden Lose 1 bis 4 erarbeitet und somit die Erstellung der Natura-2000-Managementplanung im Offenland Thüringens abgeschlossen werden.
