         Die gegenständliche Ausschreibung ist Bestandteil der Smart-City Strategie und betrifft im Verkehrssektor den Teilbereich des öffentlichen Personennahverkehrs. Die in dieser Ausschreibung zu beschaffenden zwei Fahrzeuge mit autonomer Fahrfunktion (SAE-Level 4) sowie die zu deren Betrieb erforderlichen Lieferungen und Leistungen sind ein zentraler Baustein des Gesamtvorhabens Smart-City Geestland.

         Autonomes Fahren soll im Realbetrieb den Nutzern als Teil des Mobilitätssystems zugänglich gemacht werden. Im Ergebnis des Projektes wird ein im ÖPNV integriertes autonomes Linienangebot implementiert. Zusätzlich soll ein regulärer elektrisch betriebener konventioneller Bus auf dieser Strecke verkehren, der nicht Teil der Ausschreibung ist, aber die Verkehrsleistung in dem Bereich als Rückfallebene ergänzen wird.

         Der Betriebsbereich für die autonomen Fahrzeuge verläuft auf der Strecke zwischen der Moor-Therme Bad Bederkesa und dem Handels- und Gewerbepark.

         2. Ausschreibungsgegenstand

         2.1 Ausgeschrieben werden zwei batterieelektrische Fahrzeuge mit autonomer Fahrfunktion (SAE-Level 4) in gleicher Bauart. Die detaillierten Anforderungen können der Position 01.01.0010 entnommen werden.

         2.2 Die Fahrzeuge müssen in einem betriebsbereiten und genehmigungsfähigen Zustand geliefert werden und frei von Schäden sein.

         2.3 Die Fahrzeuge müssen zum Betriebsbeginn Neufahrzeuge sein.

         2.4 Die Fahrzeuge müssen dem Stand der Technik entsprechen und auf die Erzielung einer möglichst großen Reichweite optimiert sein. Die angegebene Reichweite nach WLTP fließt in die Angebotswertung ein.

         2.5 Die Fahrzeuge müssen über den Einsatzzeitraum vollbesetzt bei Außentemperaturen von - 20°C und + 40°C, Regen- und Schneefall, sowie tagsüber und nachts eingesetzt werden können.

         2.6 Die Fahrzeuge müssen den gesetzlichen Anforderungen entsprechen (insbesondere AFGBV) und entsprechend ihrer Betriebserlaubnis in dem (unter 4.1 unten) beschriebenen Betriebsbereich eingesetzt werden können. Der Auftragnehmer hat die Betriebsbereitschaft des Gesamtsystems im Sinne des § 1e Abs. 1 StVG herbeizuführen und die dafür notwendigen Schritte in Absprache mit der Auftraggeberin durchzuführen. Das Konzept der Inbetriebnahme ist dem Angebot beizufügen.
