1. Eigenerklärung über die Befähigung, 30.000 EA Signalpistolen-Munition 26,5mm pro Jahr für die Dauer der Rahmenvereinbarung liefern zu können,
2. Eigenerklärung über frühere Lieferungen von mindestens 10.000 EA Signalpistolen-Munition 26,5mm an die Bundeswehr in den letzten 4 Jahren,
3. Die deutsche Zulassung zum Umgang mit Explosivstoffen nach § 7 SprengG oder äquivalent muss vorliegen,
4. Die Anlagen müssen äquivalent zum BImSchG/SprengG genehmigt und überwacht sein,
5. Die Fähigkeit, Munitionsstammkarten zu erstellen, muss vorhanden sein,
6. Ein zertifiziertes Qualitätsmanagementsystem (DIN ISO 9001:2015) muss nachgewiesen werden,
7. Eigenerklärung, dass die AQAP 2105 und AQAP 2110 eingehalten wird,
8. Vorschriftenkonforme Lagermöglichkeiten für Waffen und Munition müssen am Fertigungsort vorhanden sein,
9. Eine Qualifikation ist zwingend erforderlich. Sie muss zum Zeitpunkt der Angebotsabgabe vorliegen.
Die vorgenannten Punkte sind durch Eigenerklärungen oder auf sonstige Weise nachzuweisen und in deutscher Sprache oder mit deutscher Übersetzung bis zum Ende der Teilnahmefrist vorzulegen.

Dies ist die Wiederholung des Vergabeverfahrens Q_K2DE_R8734, die aufgrund eines technischen Fehlers bei der Datenübertragung erforderlich wurde.
Das Zuschlagskriterium ist "Niedrigster Preis", dies gilt aber erst im Mini-Wettbewerb während der Laufzeit der Rahmenvereinbarung.
Für die Rahmenvereinbarung gelten als Zuschlagskriteren gemäß § 34 Abs. 2 Satz 3 Nr. 8 und 9 VSVgV die Ausführungsdauer und Versorgungssicherheit, welche die Anbieter erfüllen können müssen.
Für das Zuschlagskriterium "Niedrigster Preis" im Mini-Wettbewerb gilt:
Bei mehreren Bietern bekommt der günstigste Bieter den Zuschlag für das jeweilige Los, das der Jahresabrufmenge dieses einen Signals entspricht.
Wurden für die Jahresabrufmenge eines Signals jedoch zwei Teillose gebildet, so erhält bei mehreren Bietern der günstigste Bieter den Zuschlag für alle Teillose, es sei denn, das Angebot des zweitgünstigsten Bieters liegt preislich nicht mehr als 20 % über dem Angebot des günstigsten Bieters. In diesem Fall erhält der zweitgünstigste Bieter das kleinere Teillos.

Die zur Nutzung der e-Vergabe-Plattform einzusetzenden elektronischen Mittel sind die Clients der e-Vergabe-Plattform und die elektronischen Werkzeuge der e-Vergabe-Plattform. Diese werden über die mit "Anwendungen" bezeichneten Menüpunkte auf www.evergabe-online.de zur Verfügung gestellt. Hierzu gehören für Unternehmen der Angebots-Assistenten (AnA) und der Signatur-Client für Bieter (Sig-Client) für elektronische Signaturen sowie das LV-Cockpit (www.lv-cockpit.de).

Die technischen Parameter zur Einreichung von Teilnahmeanträgen, Angeboten und Interessensbestätigungen verwendeten elektronischen Mittel sind durch die Clients der e-Vergabe-Plattform und die elektronischen Werkzeuge der e-Vergabe-Plattform bestimmt. Verwendete Verschlüsselungs- und Zeiterfassungsverfahren sind Bestandteil der Clients der e-Vergabe-Plattform sowie der Plattform selber und der elektronischen Werkzeuge der e-Vergabe-Plattform.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: § 160 GWB Einleitung, Antrag
(1) Die Vergabekammer leitet ein Nachprüfungsverfahren nur auf Antrag ein.
(2) Antragsbefugt ist jedes Unternehmen, das ein Interesse an dem öffentlichen Auftrag oder der Konzession hat und eine Verletzung in seinen Rechten nach § 97 Absatz 6 GWB durch Nichtbeachtung von Vergabevorschriften geltend macht. Dabei ist darzulegen, dass dem Unternehmen durch die behauptete Verletzung der Vergabevorschriften ein Schaden entstanden ist oder zu entstehen droht.
(3) Der Antrag ist unzulässig, soweit
1. der Antragsteller den geltend gemachten Verstoß gegen Vergabevorschriften vor Einreichen des Nachprüfungsantrags erkannt und gegenüber dem Auftraggeber nicht innerhalb einer Frist von zehn Kalendertagen gerügt hat; der Ablauf der Frist nach § 134 Absatz 2 GWB bleibt unberührt,
2. Verstöße gegen Vergabevorschriften, die aufgrund der Bekanntmachung erkennbar sind, nicht spätestens bis zum Ablauf der in der Bekanntmachung benannten Frist zur Bewerbung oder zur Angebotsabgabe gegenüber dem Auftraggeber gerügt werden,
3. Verstöße gegen Vergabevorschriften, die erst in den Vergabeunterlagen erkennbar sind, nicht spätestens bis zum Ablauf der Frist zur Bewerbung oder zur Angebotsabgabe gegenüber dem Auftraggeber gerügt werden,
4. mehr als 15 Kalendertage nach Eingang der Mitteilung des Auftraggebers, einer Rüge nicht abhelfen zu wollen, vergangen sind.
Satz 1 gilt nicht bei einem Antrag auf Feststellung der Unwirksamkeit des Vertrags nach § 135 Absatz 1 Nummer 2 GWB. § 134 Absatz 1 Satz 2 GWB bleibt unberührt.
