Gegenstand des vorliegenden Dienstleistungsauftrags ist die fachliche und administrative Unterstützung in der Betreuung, Förderung und Begleitung des Förderprogramms "FH-Personal". Dies umfasst insbesondere die Unterstützung in allen Phasen der Projektenwicklung und Projektförderung sowie in allen damit verbundenen Aktivitäten. Darüber hinaus beinhaltet die Leistung des Projektträgers (PT) die Unterstützung des vorgesehenen programmbegleitenden Austausches von Fachhochschulen über die Möglichkeiten und Erfolgsbedingungen der Personalgewinnung sowie die Unterstützung der strukturellen und organisatorischen Weiterentwicklung des Programms. Des Weiteren wird der Auftragnehmer Aufgaben im Rahmen des Monitorings und der programmbezogenen Fachinformation (Fachkommunikation) übernehmen.

Die zusätzlichen Leistungen waren zum Zeitpunkt der Ausschreibung noch nicht konkret absehbar und somit nicht Bestandteil der ursprünglichen Leistungsbeschreibung. Ein Auftragnehmer-Wechsel ist aus wirtschaftlichen Gründen nicht realisierbar sowie mit erheblichen Zusatzkosten für den öffentlichen Auftraggeber verbunden.
