Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Die Neuausschreibung des Bedarfs verzögert sich. Für die Betreuung sind jedoch ausführliche Kenntnisse der Behörden und der Arbeitsplätze erforderlich, die bei anderen als den eingeführten Vertragspartnern kurzfristig nur verzögert und damit nicht zeitgerecht zu erwarten sind. Gleiches gilt auch für die Zusammenarbeit mit der betriebsärztlichen Betreuung, die nach Arbeitssicherheitsgesetz (ASiG) ausdrücklich gefordert ist. Das Volumen an sicherheitstechnischer Betreuung der einzelnen Behörden hat im Regelbetrieb dabei immer nur einen geringen Umfang pro Abrechnungseinheit. Diese Kleinteiligkeit ist für eine kurze Überbrückung für den Markt unattraktiv. Auf Grund dessen erhalten die Behörden für eine kurze Frist entweder keine oder nur erheblich teurere Angebote für die Leistungen von Fachkräften für Arbeitssicherheit.
