Die Geltendmachung der Unwirksamkeit einer Auftragsvergabe in einem Nachprüfungsverfahren ist

Die zusätlichen Kosten zur Einarbeitung in die komplexe Maßnahme und die vorangegeangene Planung bei Auftragnehmerwechsel stehen in keinem Verhältnis zum Wert der Änderung. Bei Auftagnehmerwechsel müsste die Örtlichkeit erneut erkundet werden. Darüber hinaus müssten zunächst alle vorher erstellten Dokumente und Planungen erneut gesichtet und ausgewertet werden.
