Das Auftragsvolumen an Sicherheitsdienstleistungen für Flüchtlinge aus der Ukraine wurde nach bestem Wissen durch die Stadtverwaltung kalkuliert, konnte jedoch auf Grund des Verlaufs der Flüchtlingsbewegung so nicht vorhergesehen werden.
