Die Beauftragung erfolgt im Rahmen einer Auftragsänderung während der Vertragslaufzeit gemäß § 132 Abs. 2Nr. 3 GWB, da die Änderung aufgrund von Umständen erforderlich geworden ist, die der öffentlicheAuftraggeber im Rahmen seiner Sorgfaltspflicht nicht vorhersehen konnte, und sich aufgrund der Änderung derGesamtcharakter des Auftrags nicht verändert. Es handelt sich vorliegend um Dienstleistungen, die bereits imRahmen des Vergabeverfahrens beauftragt wurden (hier Phase 3b).
