Notwendigkeit der Leistungen wurden erst im Zuge der Ausführung ersichtlich. Ein Wechsel des AN bedeutet den Eingriff in

ein komplexes Bauvorhaben für minimale Teilleistung und wäre mit erheblichen Verzögerungen und weiteren Mehrkosten

verbunden.Die Verantwortung für diese Teilleistung muss vollständig bei Strabag Rail verbleiben, da sonst Gefahren

aus Zusatzkosten drohen.
