Steuerzentralen der Pilotstandorte DSTW Mainz und ESTW Bremen: das Projekt „Umsetzung Betriebssteuerungsstrategie“ (BSS) schafft die Grundlagen für den bundesweiten, standardisierten Bau der Steuerzentralen. Der Bau der Steuerzentralen erfolgt durch die jeweiligen Investitionsprojekte. Die Steuerzentralen umfassen immer einen Bedienstandort BSO (auch als Leitwarte bezeichnet). 50 der 97 Steuerzentralen sind zugleich Technikstandort TSO (Rechenzentrum). Die architektonische Gestaltung soll daher für TSO und BSO aus einem Guss sein.

Zur Schaffung eines Standards wurden zwei Projekte – Mainz und Bremen – als Pilotstandorte ausgewählt. Die Planung für diese Standorte soll als „Blaupause“ für alle weiteren Standorte als Standardgebäude (6-20 Bedienplätze) dienen.

Die Geltendmachung der Unwirksamkeit einer Auftragsvergabe in einem Nachprüfungsverfahren ist fristgebunden. Es wird auf die in § 135 Abs. 2 GWB genannten Fristen verwiesen. Nach § 135 Abs. 2 S. 2 GWB endet die Frist zur Geltendmachung der Unwirksamkeit 30 Kalendertage nach Veröffentlichung der Bekanntmachung der Auftragsvergabe im Amtsblatt der Europäischen Union. Nach Ablauf der jeweiligen Frist kann eine Unwirksamkeit nicht mehr festgestellt werden.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Ein Wechsel des AN würde erheblichen Mehraufwand und Verzögerungen im Leistungsablauf verursachen. Ein neuer Planer müsste sich erst in die vorhandenen komplexen Unterlagen und in den Sachstand einarbeiten, dann die Lücken feststellen und bearbeiten. Dabei könnte nicht ausgeschlossen werden, dass dann wieder Widersprüche oder Lücken auftreten. Dies stellt eine doppelte Bearbeitung dar, die sowohl zeitlich als auch finanziell nachteilig wäre.
