Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Ein Wechsel des AN ist nicht möglich, da die zusätzlichen Planungsinhalte unmittelbar in die beauftragten Planungsteilewirken (u.a. Gradiente, Gleislage, technische Ausrüstung und VA) und damit zu ständigen Wechselwirkung in der Planung führen.Eine Trennung von Planungen einzelner Gewerke würde zu erheblichen Schwierigkeiten bei der Findung einergenehmigungsfähigen, richtlinienkonformen gesamtwirtschaftlichen Variante führen und die weiterführende Planung ab Lph 3 undsomit den geplanten Baubeginn verzögern. Verantwortlichkeiten bei Mängelansprüchen im Schnittstellenbereich ließen sich nichtmehr zweifelsfrei zuordnen.
