Gegenstand der ursprünglichen Beschaffung war die Durchführung einer zentralen Druckdienstleistung. Hierzu gehören insb. Abholung der Daten, Druck, DV-Freimachung, Kuvertierung, Übergabe, Demand Plattform usw. Der ursprüngliche Vertrag soll um 22 Monate verlängert werden und eine optionale Druckstandortverlagerung vereinbart werden.

Explanation:

Es handelt sich um eine gem. § 132 Abs. 2 Nr. 2 GWB zulässige Auftragsausweitung.

Ein Wechsel des Auftragnehmers wäre für den Auftraggeber mit "erheblichen Schwierigkeiten" verbunden, weil eine Anbindung eines abweichenden Auftragnehmers aufgrund von Anpassungen und Schnittstellenproblemen zu längeren Verzögerungen in der Nutzung der Hauptleistung führen würde. Durch lange Vorlaufzeiten bis ein mit dem bisherigen Anbieter vergleichbares Qualitätsniveau erreicht wird, ist mit einer Verzögerung von 0,75 Jahren zu rechnen. Es ist mit erheblichen Zusatzkosten im Falle einer erneuten Ausschreibung im Vergleich zu dem Ausschreibungsergebnis mit dem bisherigen Auftragnehmer zu rechnen. Diese Zusatzkosten ergeben sich u.a. aus den gesteigerten Inflationskosten und der Indexentwicklung im Vergleich zum Vertragsschluss mit dem aktuellen Anbieter.

Die Anpassungen liegen unterhalb von 50 % des ursprünglichen Auftragswertes.
