Die Auftragsänderung nach Abs. § 132 Abs. 2 Satz 1 Nr. 2 GWB - Es werden unverändert die in der Leistungsbeschreibung beschriebenen Leistungen benötigt. Es liegt auch keine Änderung des Gesamtcharakters des Auftrages vor. Ein Wechsel des Auftragnehmers ist nicht möglich, da dies zu einer unzumutbaren Stagnation des bereits laufenden Projektes führen würde.
